yeah x2 on that. if i had to guess i would say it is some sort of anti-theft equipment for parking lots. but im usually wrong on that sort of thing
im thinking it is connected into a paid parking system and times how long you were parked. just a guess though.
Ah! Sorry I read this the other night and got side tracked and forgot. OK, this is a pay by the hour parking lot. When you back in the plate very gently raises up under your car after 3 mins. It does'nt go down until you pay for the amount of time that your car has been there. I think you might be able to drive over it. However i'm sure theres an alarm for that and it would most definatly mess up the underside of your car. Notice how it faces backward. If you tried to pull away it would be forced upward. On the machine you pick the spot that your in, and it tells you how much you owe. After you pay the plate slowly decends, allowing you to drive over it. Hope this helps!
