I am interested in buying some used wheels, and the guy selling them says the only flaw they have is this stuff on the rim of one wheel. He doesn't know what it is, but he has tried rubbing it with a soapy sponge and it wouldn't come off. Anyone here know what this is and how to remove it? Thanks in advance.

It looks like the clear coat is peeling.

oxidation of the aluminum from where the clear coat cracked/peeled. takes a little work, but it comes off.

What work is needed? Does it just need to be polished out and recleared, or what?

you're probably gonna have to sand the shit out of them and re-clear it, but if you do it right, the outcome will definitely be worth it!
